Great Neck Village overnight parking law amended

An amendment was made to a Village of Great Neck local law to permit non-residents as well as residents to obtain overnight parking permits in the village last week, changing the language of the existing law from “resident overnight parking” to simply “overnight parking.”

During the Feb. 7 public hearing, Mayor Pedram Bral said, “I just don’t want people from other places to come and park their cars [just because it’s cheap]… I want to make sure that that is accepted and legally bound.”

It was clarified that the clerk would be left to implement further specifications to the local law, such as a policy that would allow certain store owners and residents to take advantage of this increased parking accessibility.

The local law reads: “For an overnight parking permit in a Village parking field, the fee is $90 per calendar quarter if issued prior to or during the first month of such quarter, $70 if issued during the second month of such quarter, and $40 if issued during the third month of such quarter… For a temporary overnight permit in a Village parking field, the fee is $4 per night. Such temporary parking permit is limited to a maximum of 10 nights for a total of $40.”

On another front, Bahary Architecture’s proposal for a second floor of assembly at 813 Middle Neck Road was still in limbo with the village stating that there was still more information that needed to be vetted before a decision could be made.

“There are a number of due diligence points that have to be reviewed before the application will be ready for decision by the board,” said Village Attorney Peter Bee. “I’ve not seen anything that says it shouldn’t be granted. I’m simply saying that [neither] the superintendent nor I have had the time to be able to vet the application.”

The board said that they would address the matter again in two weeks, once they receive further information about the applicant’s forms regarding proper zoning, certificate of occupancy if any existing special permit exists on the premises, and if any permit exemptions would prevent the approval of the grant.

New business for the board also included the establishment of a safety zone by reconfiguring parking in Parking Field 4, adjacent to 523-531 Middle Neck Road, which was unanimously passed.

“We’ve been told that the fire marshal needs to have a formal resolution by the board in order to be able to issue tickets to someone who parks in the fire safety zone,” Bee said. “I’ve drafted the resolutions which would resolve that the superintendent of Public Works is authorized to reconfigure parking in Parking Field 4.”

Additionally, a meeting to “designate three members and one alternate to be available for the meeting [of the Board of Assessment Review] and hear oral assessment grievance arguments at Village Hall, 767 Middle Neck Road,” on Feb. 21, 2023, was approved in a united vote by the board. The members include Morris Lavi, Michael Goldman, and Alexia Friend, with sitting Village of Great Neck trustee Steven Hope acting as the alternate.

Two additional hearings were scheduled for later dates. A proposed hearing involving the keeping of certain animals such as ducks, chickens and geese as pets being a nuisance was voted to take place on Feb. 21 at 7:45 p.m., and a hearing to provide parking spaces “to nonresidential structures by handicapped persons who have appropriately designated vehicles” was set for March 7 at 8 p.m.
