NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION OF MEMBERS OF THE BOARD OF EDUCATION OF THE FLORAL PARK-BELLEROSE UNION FREE SCHOOL DISTRICT, TOWNS OF HEMPSTEAD AND NORTH HEMPSTEAD, NASSAU COUNTY, NEW YORKNOTICE IS GIVEN that a public hearing of the qualified voters of the Floral Park-Bellerose Union Free School District, Nassau County, New York, will be held at 8:00 p.m., on May 9, 2022, at the John Lewis Childs School, Elizabeth Street, Floral Park, New York, for the presentation and consideration of the proposed Elementary School District Budget for the 2022-23 school year.FURTHER NOTICE IS GIVEN that the vote on the budget and any propositions that may properly be brought before the voters, and the election of two members of the Board of Education, will be held on May 17, 2022, from 7:00 a.m. to 9:00 p.m. at the John Lewis Childs School, Elizabeth Street, Floral Park, New York, and at the Floral Park-Bellerose School, Larch Avenue, Floral Park, New York at which time the polls will be open for voting by voting machines upon the following items:1. Adoption of the Elementary School District Budget. The proposition which will appear on the ballot is: RESOLVED, that the proposed budget of expenditures of the Floral Park-Bellerose Union Free School District, Towns of Hempstead and North Hempstead for the fiscal year 2022-23 and for the purposes shown in the statement thereof presented to and at the Budget Hearing of said School District be approved and the amount thereof raised by a levy of a tax upon the taxable property within said School District after first deducting the monies available from state aid and other sources as provided by law.2. The expenditure from the Capital Reserve Fund for School Building Improvement Projects. The proposition which shall be voted upon, and which will appear on the ballot is:FLORAL PARK-BELLEROSE UNION FREE SCHOOL DISTRICT ñ CAPITAL RESERVE PROPOSITIONShall the Board of Education (the ìBoardî) of the Floral Park-Bellerose Union Free School District (the ìDistrictî), be hereby authorized to appropriate and expend from the Districtís Capital Reserve Fund ñ 2018 established by the voters of the District on May 15, 2018 in the amount of Six Hundred Twenty Thousand Dollars ($620,000.00), and to appropriate and expend from the Districtís Capital Reserve Fund ñ 2021 established by the voters of the District on May 18, 2021 in the amount of One Million Three Hundred Seventy-Five Thousand Dollars ($1,375,000.00), an amount totaling and not exceeding One Million Nine Hundred Ninety-Five Thousand Dollars ($1,995,000.00), to undertake and perform certain school building improvement projects including the Boiler Conversion project and HVAC replacement systems District-wide and any project described in the Districtís Five Year Capital Facilities Plan (ìPlanî) dated November 30, 2021 and available for public inspection in the office of the District Clerk and on the Districtís website; all at no additional cost to District taxpayers; said Project to commence during the 2022-23 school year and to consist of certain capital improvements, construction, reconstruction, renovations and/or alterations in all District buildings and facilities and the sites thereof, including (as and where necessary): security improvements; interior renovations; paving work; and HVAC upgrades; all of the foregoing to include site improvements, furnishings, equipment, apparatus, machinery, demolition and other incidental work or improvements required in connection therewith, as well as preliminary costs and costs incidental thereto and to the financing thereof; provided that the detailed costs of the components of the Project as set forth in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District and no material change shall be made to the scope of the Project.3. The election of two (2) members of the Board of Education as follows: one (1) memberto be elected for a full three-year term to fill the vacancy created by the expiration (as of June 30, 2022) of the term of office of Michael Culotta, for a new term to commence on July 1, 2022. One (1) member to be elected for a full three-year term to fill the vacancy created by the expiration (as of June 30, 2022) of the term of office of Douglas Vigo, for a new term to commence on July 1, 2022.FURTHER NOTICE IS GIVEN that candidates for office Board of Education member shall be nominated by petition. Each vacancy upon the Board of Education to be filled shall be considered a separate specific office. A separate petition is required to nominate a candidate to each separate office. Each petition shall be directed to the District Clerk, shall be signed by at least twenty-five (37) qualified voters of the School District, shall state the residence of each signer and shall state the name and residence of the candidate and shall describe the specific vacancy on the Board of Education for which a candidate is nominated, which description shall include at least the length of the term of office and the name of the last incumbent, if any. Each petition shall be filed in the District Clerkís office, 1 Poppy Place, Floral Park, New York, from 9:00 a.m. to 5:00 p.m., not later than the 30th day preceding the election, this year April 18, 2022. No person shall be nominated by petition for more than one separate office.FURTHER NOTICE IS GIVEN that pursuant to a rule adopted by the Board of Education in accordance with Education Law ß2035, any propositions to be submitted for voting at said election which are not required to be placed in the legal notice must be filed in the District Clerkís office, no later than 5:00 p.m. on April 14, 2022; must be typed or printed; must be directed to the District Clerk; must be signed by qualified voters totaling at least 5% of the number of voters who voted in the previous annual election of members of the Board of Education (this year, 93 signatures of qualified voters are required); and must legibly state the name and address of each signer. The Board of Education will not place before the voters any proposition the purpose of which is not within the power of the voters, any proposition requiring the expenditure of moneys that fails to include the necessary specific appropriation, or where any other valid reason exists for excluding the proposition from the ballot.FURTHER NOTICE IS GIVEN that pursuant to Real Property Law ß495, pursuant to Chapter 258 of the Laws of 2008, Section 495 was added to the Real Property Tax Law, and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted, identified by statutory authority, and show: (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll; (b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and (c) the cumulative impact of all exemptions granted. The exemption report shall be posted on any bulletin board maintained by the District for public notices and on any website maintained by the District.FURTHER NOTICE IS GIVEN that applications for absentee ballots for election of school board members and for voting on the school budget are to be completed on a form prescribed by the state board of elections and may be obtained by visiting the New York State Education Departmentís Website (http://www.counsel.nysed.gov/common/counsel/files/absentee-ballot-application-and-instructions-english.pdf, http://www.counsel.nysed.gov/common/counsel/files/absentee-ballot-application-and-instructions-spanish.pdf), or by contacting the District Clerk by email, maltobelli@fpbsd.org or phone (516) 434-2736. Completed applications must be received at least seven (7) days before the election if the ballot is to be mailed to the applicant, or the day before the election if the ballot is to be delivered personally to the applicant or to his or her designated agent. Absentee ballot applications will not be accepted by the District Clerk before April 18, 2022. A list of all persons to whom absentee ballots have been issued will be available in the District Clerkís office on each of the five days prior to the election except Saturday, Sunday, and holidays.FURTHER NOTICE IS GIVEN that pursuant to Education Law ß2018-d, any person serving in the military, including spouses and dependents, may register to vote in the upcoming school district election. A military voter who is a qualified voter of the District may obtain a registration form by contacting the District Clerk by telephone (516-434-2736), facsimile (516-434-2739), email (maltobelli@fpbsd.org), mail (One Poppy Place, Floral Park, NY 11001), or in person (during regular office hours or between the hours of 9:00 am ñ 3:00 pm). A military voter who is duly registered may apply for a military ballot by requesting an application from the District by also contacting the District Clerk. Completed applications must be personally delivered or mailed to the District Clerk and received no later than 5:00 p.m. on April 21, 2022. Military ballots must be received by 5:00 p.m. on May 17, 2022 if signed and dated by the military voter and one witness thereto with a date which is not later than the day before the election, or not later than the close of the polls on May 17, 2022 if postmarked or endorsed by an agency of the United States government. A military voter may designate a preference to receive a military voter registration form, military ballot application or military ballot by mail, facsimile or electronic mail in the request for such registration, ballot application, or ballot.FURTHER NOTICE IS GIVEN that personal registration of voters is required under Education Law ß2014 and Article 5 of the Election Law. If a voter has registered pursuant to Education Law ß2014 and has voted at any annual or special district meeting or election within the prior four (4) calendar years, such voter is eligible to vote at this election. All other persons who wish to vote must register. The Board of Registration will meet for the purpose of registering all qualified voters of the District on April 14, 2022 from 3:00 p.m. to 7:00 p.m., at the Floral Park-Bellerose School Administrative Office and on May 9, 2022 from 4:00 p.m. to 8:00 p.m., at the Floral Park-Bellerose School and John Lewis Childs School, during which time the Board of Registration shall place upon the School District Register the names of all qualified voters personally appearing before them, provided they are known to be or prove to the satisfaction of such Board of Registration that they are entitled to vote at the above specified School District Meeting and Election to be held aforesaid. In order to register, each person must appear personally before the Board of Registration at the place hereinafter designated in the election district in which his or her residence is located at the time hereinabove stated. This takes in the area of Bellerose Terrace and Bellerose south of Jericho Tpke., Southeast on Tulip Ave., to Carnation Ave., then generally Southeast on Carnation Ave., to Birch St. all the even numbers on Carnation Ave. from 2 to 342, then Northeasterly on the East side of Birch to Tulip, number 1 through 69, then East South to Tulip Ave. to Landau Ave. South on Landau Ave. along District Line to Webster St., West on Webster St., both sides of Webster St. along the Southern boundary of District 22 to 225th Street, then North to Jericho Tpke., to place of beginning: the areas East of Birch St. on Aspen, Oak, Cypress Sts., and Carnation Ave. are included in the second district; Aspen St. from 155 to 260, Oak St. from 126 to 237, Cypress St. from 93 to 222, Carnation Ave. from 348 to 480.ìGenerally, with a few exceptions, parents of children attending Floral Park-Bellerose School will vote in the Second Election District.îAll voting and registration within this election district shall take place at the Floral Park-Bellerose School, Larch Avenue, Floral Park.NOTICE IS FURTHER GIVEN that the vote of the qualified voters of Floral Park-Bellerose Union Free School District upon the appropriation of the necessary funds to meet the estimated expenditures of the Sewanhaka Central High School District of Elmont, Floral Park, Franklin Square and New Hyde Park, in the County of Nassau, during the year 2022-23 to be raised by tax and upon any proposition involving the expenditures of monies by the Sewanhaka Central High School District, or upon any other matter which may properly be brought before the Annual Meeting of the Sewanhaka Central High School District will also be held on Tuesday, May 17, 2022 at the John Lewis Childs School, Elizabeth Street, Floral Park, and at the Floral Park-Bellerose School, Larch Avenue, Floral Park, and the polls will be kept open between the hours of 7:00 a.m. and 9:00 p.m. prevailing time.For the purpose of voting upon the following Propositions:SEWANHAKA CENTRAL HIGH SCHOOL DISTRICT ELMONT, FLORAL PARK, FRANKLIN SQUARE, NEW HYDE PARK, in the COUNTY of NASSAU, NEW YORKBudgetRESOLVED, that the proposed budget of expenditures of Sewanhaka Central High School District of Elmont, Floral Park, Franklin Square and New Hyde Park, in the County of Nassau, New York for the year 2022-2023 for the purpose shown in the statement of estimated expenditures adopted by the Board of Education, be and the same hereby is approved and the amount thereof shall be raised by a levy of a tax upon the taxable property within said Sewanhaka Central High School District, after first deducting the monies available from state aid and other sources as provided by law.Capital Reserve Fund Expenditure PropositionRESOLVED, that the Board of Education of the Sewanhaka Central High School District of Elmont, Floral Park, Franklin Square and New Hyde Park (ìDistrictî), be hereby authorized to appropriate and expend from the Districtís ì2021 Capital Reserve Fundî, heretofore established by the voters of the District on May 18, 2021, an amount not to exceed ($5,750,000) to undertake and perform the following school building improvement projects, in whole or in part, and as more fully described on the Districtís website, at no additional cost to the District taxpayers to commence during the 2022-2023 school year: (1) upgrade cafeterias and kitchens at Elmont, Floral Park, Carey, and New Hyde Park; (2) site facility expansion for the Career & Technical Education program at Sewanhaka; (3) general interior renovations; all of the foregoing to include site improvements, furnishings, equipment, apparatus, machinery, demolition and other incidental work or improvements required in connection therewith, as well as preliminary costs and costs incidental thereto provided that the Board of Education shall determine the allocation of cost of each project within said maximum allocation amount.Copies of the estimated expenditures of the Sewanhaka Central High School District during the year 2022-23 will be available upon request, to any taxpayer at least seven (7) days immediately preceding such meeting, except Saturday and Sunday, at either the John Lewis Childs School or at the Floral Park-Bellerose School between the hours of 9:00 a.m. and 3:00 p.m. The registration of a qualified voter of Floral Park-Bellerose Union Free School District shall be a sufficient registration for the purpose of the vote of such voter on the appropriation and propositions of the Sewanhaka Central High School District.Applications for absentee ballots for the election of Board members, adoption of the annual local elementary school district and high school district budgets and any other propositions being voted upon may be applied for at the Office of the District Clerk, 1 Poppy Place, Floral Park, New York between the hours of 9:00 a.m. and 3:00 p.m. Monday through Friday, except holidays.
