
Steven A. Fangmann P.E., BCEE has been a recognized engineer, speaker, author and thought leader in civil and environmental engineering for over 40 years.
As President of D&B Engineers and Architects, a leading full-service engineering, architectural and construction management firm headquartered in Woodbury he has implemented major initiatives to strategically position the venerable organization (founded in 1965) for future successes.
These initiatives emphasized excellence, business ethics, technical competence and quality standards.
Mr. Fangmann’s record of service to the engineering profession is extensive. He is a Past President of the New York Water Environment Association (NYWEA), a member of NYWEA’s Hall of Fame and a recipient of the Nicholas J. Bartilucci Award for Lifetime Achievement. He is also Past President of the Nassau Chapter of the New York State Society of Professional Engineers (NYSSPE).
With special expertise in wastewater facilities planning, investigation and design of municipal wastewater treatment plants and sewer systems, water management planning, water and wastewater regulations and project management, Mr. Fangmann has overseen hundreds of private and public infrastructure projects in the most environmentally acceptable, cost-conscious manner.
Mr. Fangmann’s leadership in D&B’s engineering services for the Camden County Municipal Utilities Authority (CCMUA) involves operational and design improvements to the Delaware No.1 WPCF and plant performance assistance.
Mr. Fangmann directed various design and construction improvements to the Bay Park and Cedar Creek Wastewater Treatment Facilities for the Nassau County DPW. He also co-directed the Nassau County Master Plan project of the Bay Park STP, Cedar Creek WPCP and 37 pump stations.
Further, Mr. Fangmann directs D&B’s work with the Town of Oyster Bay including underground storage tank monitoring/improvements, oversight of the Old Bethpage Solid Waste Disposal Complex operations, stormwater Phase II implementation, design of municipal infrastructure improvements and monitoring of observations wells and environmentally sensitive properties.
Mr. Fangmann received his undergraduate Bachelor of Civil Engineering (B.C.E.) and Master of Environmental Engineering (M.E.E.) degrees from Manhattan College.
He actively supports charities including The Guide Dog Foundation for the Blind and America’s Vet Dogs, the Maurer Foundation for Breast Cancer Health, and serves on Manhattan College’s Board of Advisors to the Civil and Environmental Engineering Departments.
