Resident activism needed to combat aircraft noise

I live in Elmont in line with the landings at JFK. 

Recently the noise levels have been unbearable. On Monday, May 14 the planes started at 12 p.m. and stopped at 8:30 p.m. They resumed at  11:PM and ended 1 a.m. on Tuesday, May 15. They started at 4:45 a.m. on Tuesday and stopped flying over at 8:30 p.m. Tuesday evening.

Realistically is there anything we can do as a group to make a change; violating Clean Air Act, curfew, quality of life, health issues from noise levels, departing and arriving over the water, rotating runways every four hours? I will be attending the TVASNAC meeting on May 21  Thank you for your hard work and help with the serious situation we are facing.
