Ann Fangmann, Executive Director, Glen Cove Community Development Agency

Ann Fangmann, AICP is a certified urban planner with over 15 years of experience in the public, private, and non-profit sectors.

For the past seven years, Ms. Fangmann has served as executive director for the Glen Cove Community Development Agency.

As of January 2018, Ms. Fangmann has also served as executive director of the Glen Cove Industrial Development Agency and CEO of the Glen Cove Local Economic Assistance Corporation.

At the helm of economic development for the City of Glen Cove, Ms. Fangmann has provided oversight of the construction of the $1 billion Garvies Point Redevelopment at the Glen Cove Creek Waterfront, a public/private partnership with RXR Realty spanning over two decades.

In her roles, Ms. Fangmann was heavily involved with the development of 28 acres of public amenities at the waterfront, including a multi-modal esplanade, playground, dog parks, and marinas.

Ms. Fangmann, who secured millions of dollars in funding for the waterfront in her previous role as consultant to the CDA, helped manage the construction of the Waterfront Connector, also known as Herb Hill and Garvies Point Road, which buried new utilities underground and raised the existing roadway to provide resiliency during storm events.

Grants are a specialty for Ms. Fangmann, and she has secured tens of millions of dollars of funding throughout her career for planning/engineering studies and infrastructure, including drinking water, stormwater, water quality, parking, roadway, transit, and green infrastructure projects from dozens of federal, state, and local entities.

She has enjoyed mentoring many young professionals in grants and relationship building over the years and firmly believes in the value of this skill set. Ms. Fangmann strongly supports the construction of affordable and workforce housing on Long Island and played a key role in the development of 55 units of such housing at the Glen Cove Creek Waterfront.

She works to further projects of this type in Glen Cove and provides oversight of the Glen Cove Housing Choice Voucher Program through her role with the CDA.

As a planner, Ms. Fangmann recognized the need for Glen Cove to update its Master Plan after more than 10 years and with funding secured by her office, has been directing a comprehensive planning update, which has included public workshops and a public survey.

She has spent seven-plus years on the board of directors of the Glen Cove Business Improvement District and has developed collaborative opportunities between the BID and the CDA to better serve their constituents.

After undergoing three independent audits of the IDA, including one by the state Comptroller’s office, Ms. Fangmann is proud to say that with the support of her team, each of the audit findings have been addressed, including an updated Uniform Tax Exemption Policy and project site visit policy.

She is not someone to leave a report or plan on a shelf and values implementation.

Through her leadership, the CDA has utilized hundreds of thousands of dollars in Community Development Block Grant funding to improve pedestrian access, recreational facilities, and municipal building improvements in Glen Cove, most of which were recommendations from planning studies and engineering reports developed with grant funds by her office.

She is honored to receive this award as she enters her fourth decade in 2024 and credits her success with team and relationship building, with a “roll-up-your-sleeves” attitude to challenges and a realistic mindset for projects.

Ms. Fangmann considers Glen Cove her second home and resides in Rockville Centre with her husband and 2 children.
